The 2025 South Special Education Congress is an invite-only event for senior K–12 leaders facing urgent challenges—staffing shortages, behavioral needs, compliance shifts, and funding pressure. Topics Of Discussion

This session will provide an opportunity to step back and rethink how we approach conflict, to consider a true sense of purpose in our role, and to gain specific strategies for maintaining your own sanity and wellness when you are in the “middle of the muck”.

Led by an experienced district administrator who has been through the fire, it will utilize humor and case examples to illustrate how to not only survive, but thrive in the not-so-fun parts of our jobs. It is applicable for superintendents, district leaders, and those who support building leaders.

Disproportionality doesn’t just happen, it is often tied to the way systems are built and the mindsets we carry, sometimes without even realizing it. In this session, school leaders will take a closer look at the patterns showing up in their schools and explore how beliefs, practices, and policies can unintentionally contribute to inequities. Through real talk, reflection, and hands-on strategies, participants will walk away with practical tools to start shifting mindsets and challenging the status quo.

Explore how to align Community-Based Instruction (CBI), 18–22 programming, and professional learning series into a cohesive, future-focused strategy. Walk away with actionable insights to strengthen vertical alignment, build staff capacity, and create sustainable systems that support successful transitions from kindergarten through age 22 and beyond.

Explore how School District U-46 is embedding equity into every layer of the system—from instructional design to technology investments to staff development. This session will unpack how innovation can drive measurable equity outcomes and what it takes to build a culture where every student feels seen, supported, and challenged.

School districts continue to face challenges in filling special education vacancies, highlighting the need for leaders to explore innovative, non-traditional strategies for recruitment and retention. This session will share how Wichita Falls ISD is addressing these challenges by implementing creative solutions to recruit SLPs and teachers, while also supporting staff managing high caseloads.

This roundtable will gather education leaders to explore the dynamic interplay between academic rigor and Social-Emotional Learning (SEL) within Multi-Tiered System of Supports (MTSS) frameworks. We will delve into successful Tier 2 and 3 SEL implementations, identify and strategize ways to remove common barriers, and discuss the impact of federal and state challenges, ultimately focusing on future-focused best practices.
